P1 Registration Near MGS and Pei Hwa: What MOE's Two-Track Scheme and the Possession-Date Rule Mean for a Holland Plain Address

By Davis Ng · · Updated

Parents looking at Holland Plain usually ask one question first: will this address help with Primary One (P1) registration at Methodist Girls' School (Primary), Pei Hwa Presbyterian Primary or Henry Park Primary? As of 30 September 2026 the honest answer has three parts. No Holland Plain address can be checked yet, because MOE measures distance from a building plan that does not exist. Two of those three schools come under a new MOE rule for Phase 2C from the 2027 exercise. And whether a yet-to-be-completed unit can be used at all depends on a vacant possession date that Sim Lian has not published.

The distances below are indicative figures measured from the approximate location of the Holland Plain parcel. They are not MOE home-school distance (HSD) results, and they should not be read as a 1 km or 2 km guarantee.

Primary schoolIndicative distance from the siteOn MOE's Two-Track list from the 2027 exercise?
Methodist Girls' School (Primary)Within about 1 kmYes
Pei Hwa Presbyterian Primary SchoolWithin about 2 kmYes
Henry Park Primary SchoolWithin about 2 kmNo

Hwa Chong Institution, National Junior College and the secondary section of Methodist Girls' School are also in the wider Bukit Timah area, but they are secondary and pre-university schools. The P1 distance rules discussed here do not apply to them.

Why no Holland Plain address has an MOE distance category yet

MOE's page on the address used for P1 registration sets out how HSD is worked out. It is based on the building outline in the building plan submitted by the development's Qualified Person, and it is the shortest distance from any point on the boundary around the school to that outline. MOE also says the category can change from year to year, for example when updated building plans are submitted or a school boundary changes, and it tells parents to check SLA's OneMap School Query service in the year of registration.

For Holland Plain that means the distance category does not exist yet. URA awarded the 15,716.9-square-metre parcel to Sim Lian Land Pte Ltd and Sim Lian Development Pte Ltd on 12 May 2026. The project name, block layout, site plan and unit mix have not been announced yet, so there is no building outline for OneMap to measure. Any "within 1 km of MGS" claim you see today is a map estimate, not an MOE result. The site plan page will carry the official layout once Sim Lian releases it.

What changes from the 2027 P1 exercise

On 10 September 2026 MOE announced changes to the P1 Registration Framework. They take effect from the 2027 P1 Registration Exercise, which is for children starting Primary 1 in 2028. Two changes matter to a Holland Plain family:

  • More Phase 2C places. Reserved Phase 2C places rise from 40 to 60 at all schools except those with a P1 intake below 180.
  • A Two-Track Scheme at 12 schools. At schools where public housing makes up less than 40% of dwelling units within 2 km, Phase 2C places are split equally into a track for applicants living within 2 km and a track for those living beyond 2 km. MOE states there is no home-school distance priority inside each track. Singapore Citizens are admitted before Permanent Residents across both tracks, and if a track has more citizen applicants than places, a ballot is held. Places left over in one track go to citizen applicants in the other.

Methodist Girls' School (Primary) and Pei Hwa Presbyterian Primary School are both on MOE's list of 12. Henry Park Primary is not.

What that means in practice

For MGS (Primary) and Pei Hwa, under the scheme as MOE currently describes it, Phase 2C no longer ranks applicants who live within 1 km ahead of those living between 1 km and 2 km. What matters for Phase 2C at these two schools is which side of the 2 km line the registered address falls on, and then the ballot within that track. A home a few hundred metres from the school boundary and one about 1.9 km away sit in the same Phase 2C track. The change is described for Phase 2C. MOE also notes that families eligible for Phases 2A or 2B continue to have priority ahead of Phase 2C applicants. MOE says it will review the list from time to time as the housing around each school changes, but does not expect to change it often.

For Henry Park and other schools not on the list, MOE's published order still applies when a school is oversubscribed: citizens within 1 km, then 1 km to 2 km, then beyond 2 km, followed by Permanent Residents in the same distance order.

Can you register with a Holland Plain unit before it is built?

MOE allows P1 registration using the address of a yet-to-be-completed property you have purchased, subject to conditions set out on its home-address page and FAQ:

  1. The possession date has to fall within the window. The vacant or delivery possession date (VPD/DPD) of the new property must be within two years of your child's entry into P1. MOE does not accept a probable completion date. For the 2026 exercise, for example, the VPD/DPD had to be no later than 31 December 2028.
  2. You undertake to move in. The online form asks you to commit to moving in within two years of your child's entry into P1.
  3. You provide the contract. For private property, you email a copy of the original Sale and Purchase agreement to the school during the phase you register in.
  4. You live there for 30 months. If your child gets a place through HSD priority using a new property address, the family must live there, as the NRIC address, for at least 30 months from the time you move in. If not, MOE will transfer the child to another school of its choosing.

Holland Plain has no Sale and Purchase agreement yet, so there is no vacant possession date to test against any child's P1 year. The date that will count is the one written into the contract, not an "expected TOP" figure in marketing material. Our guide to TOP and vacant possession explains the difference.

A checklist for parents following Holland Plain

  • Write down your child's P1 registration year, and whether it is the 2027 exercise or later, when the Two-Track Scheme applies.
  • When Sim Lian publishes the Sale and Purchase agreement, compare its vacant possession date against MOE's two-year window for that year.
  • Once a building plan exists, check the address in OneMap School Query in the year you register, not before.
  • For MGS (Primary) and Pei Hwa, think in terms of the within-2-km and beyond-2-km tracks and the ballot, not "within 1 km".
  • Plan to live in the unit for at least 30 months from move-in if you rely on distance priority.

Where the Circle Line and one-north fit

School runs are only half of a family's week. The nearest station to the site is King Albert Park on the Downtown Line, roughly a 10 to 15 minute walk. Holland Village station on the Circle Line, and the one-north and Buona Vista business area, are a short drive away. For a parent who works at one-north, see our note on JTC's Kampong AI plan. For the rail upgrade at King Albert Park, see our Cross Island Line interchange explainer.

What has not been announced yet

The project name, unit mix, prices, vacant possession date and TOP for Holland Plain have not been released. Nothing in this guide is an estimate of any of them. When layouts are out they will appear on the floor plans page, and official figures will go on the price page. If the school timeline is part of your decision, register your interest so the Sale and Purchase terms reach you as soon as they are released.
